A política educacional esportiva e o Centro de Iniciação Desportiva do Distrito Federal: possibilidades pedagógicas do esporte-educação à luz da gestão educacional

Resumo

O Projeto Centro de Iniciação Desportiva do Distrito Federal (CID) é uma política educacional esportiva com mais de três décadas, organizada pela Secretaria de Estado de Educação do Distrito Federal. Atende a alunos da rede pública de ensino e tem como objetivo proporcionar vivência na cultura corporal, por meio das modalidades esportivas. Este artigo apresenta resultados de uma pesquisa realizada junto aos professores do CID e gestores das escolas selecionadas, a fim de se analisar a relação estabelecida entre a gestão educacional e o papel educacional do CID nessas escolas, considerando o campo das políticas públicas educacionais. Para isso, discutem-se as perspectivas da política educacional esportiva, ressignificando as possibilidades pedagógicas do esporte-educação à luz da gestão educacional. A pesquisa teve abordagem qualitativa, apoiada na análise documental e na realização de entrevistas semiestruturadas. Os dados obtidos foram discutidos a partir de uma abordagem de análise de políticas educacionais em três dimensões: cognitiva, instrumental e normativa. Os resultados revelaram que o CID, a partir da sua formação, fundamentou-se em um conceito de esporte competitivo e de alto rendimento. Ao se avançar na pesquisa, percebeu-se, à luz da gestão educacional, uma perspectiva de reorientação pedagógica do CID, por meio da proposição do Projeto Político-Pedagógico (PPP) das escolas e do engajamento dos envolvidos no processo de construção coletiva e integrada. A reorientação pode conferir ao CID o aperfeiçoamento do seu papel político, educacional, esportivo e político-pedagógico, em tempos em que a política pública se torna instrumento de garantia de direitos constitucionais e democráticos.

The sports educational policy and the Federal District Sports Initiation Center: pedagogical possibilities of sport-education in the light of educational management

Abstract: The Federal District Sports Initiation Center Project (CID) is a sports educational policy with more than three decades, organized by the Secretary of State for Education of the Federal District. It serves students from the public school system and aims to provide experience in body culture through sports. This article presents the results of a survey carried out with CID teachers and managers of selected schools, in order to analyze the relationship established between educational management and the educational role of the CID in these schools, considering the field of educational public policies. For this, the perspectives of sports educational policy are discussed, giving new meaning to the pedagogical possibilities of sport-education in the light of educational management. The research had a qualitative approach, supported by document analysis and semi-structured interviews. The data obtained were discussed from an approach to analyzing educational policies in three dimensions: cognitive, instrumental and normative. The results revealed that the ICD, from its formation, was based on a concept of competitive sport and high performance. When advancing in the research, it was noticed, in the light of educational management, a perspective of pedagogical reorientation of the CID, through the proposition of the Political-Pedagogical Project (PPP) of schools and the engagement of those involved in the process of collective and integrated construction . The reorientation can give the CID the improvement of its political, educational, sporting and political-pedagogical role, at a time when public policy becomes an instrument to guarantee constitutional and democratic rights.
