This article seeks to provide readers with a critical discussion of the Pedagogical Guidelines (OP) (Distrito Federal, 1992; 1994a; 1994b; 2006; 2010), official documents from the State Department of Education of the Federal District (SEEDF) that establishes the technical and pedagogical guidelines for the work of professionals who make up the Specialized Learning Support Service (SEAA), in aspects that affect Pedagogy and Psychology. Methodologically, this is a qualitative study based on bibliographic and documentary research. Guided by the law of transforming quantity into quality (Engels, 1976), we captured the following preliminary result: Pedagogy is subsumed under Psychology in the documents that gave rise to the service and in those that reformulated it at different historical moments. This observed fragility can prevent pedagogues from conceiving, from Pedagogy itself, from the pedagogical field, the responses that they are called upon to elaborate in the face of support concessions. At the end of the text, a model of action is presented that the pedagogue can adopt to support the work in the Specialized Learning Support Team (EEAA), in line with the perspective of historical-critical pedagogy.
