CHILDREN'S PARTICIPATION IN THE FORMULATION PROCESS OF THE DECENNIAL MUNICIPAL PLAN FOR THE RIGHTS OF CHILDREN AND ADOLESCENTS IN FLORIANÓPOLIS

Abstract

Children's participation in the formulation of public policies directed at them is a guaranteed right, which has been discussed in recent decades regarding its effectiveness. In Brazil, through the National Council for the Rights of Children and Adolescents - Conanda, efforts have been made to enforce this right, based on the Ten-Year Plan for the Human Rights of Children and Adolescents, at the municipal, state and district levels. The elaboration process of these Plans must have, without fail, the participation of children and adolescents, as established in Resolution n. 161/2013, from Conanda. Therefore, this work seeks to analyze how this participation was ensured in the construction of the Decennial Municipal Plan of the city of Florianópolis, approved in 2018. For this, a documental analysis of the Plan was carried out, and of the resolution that regulates it. And, subsequently, interviews with adult subjects who directly participated in the formulation of the document, located in its Technical Data Sheet. It was possible to highlight some obstacles found in the process of discussion and referrals of questions pertinent to the Municipal Plan, as well as a subsidiary participation of children, considering the long period it took to finalize the document
